CHIEF EXECUTIVE OFFICER

LOCATION:                                    Kampala, Uganda

Our client in the Real Estate Industry is seeking to hire a Chief Executive Officer


ROLE PURPOSE

The Chief Executive Officer (CEO) will be the strategic and operational leader responsible for translating the Association’s vision into impact. The CEO will drive sector advocacy, institutional growth, professional standards, stakeholder partnerships, and innovation, positioning the organization as a trusted voice and catalyst for a transparent, inclusive, and investment-ready real estate sector.


KEY RESPONSIBILITIES

1. Strategic Leadership & Institutional Development

  • Provide visionary leadership in executing AREA Uganda’s strategic plan and long-term growth agenda.
  • Strengthen the Association’s institutional capacity, governance structures, and operational effectiveness.
  • Position the Association as the authoritative voice on real estate professionalism, policy, and market intelligence.

2. Policy Advocacy & Sector Influence

  • Lead engagement with government ministries, regulators, and policymakers to influence progressive real estate and housing policies.
  • Advocate for regulatory reforms that address housing deficits, land administration challenges, and sector inefficiencies.
  • Represent the Association in national, regional, and international forums.

3. Professional Standards & Capacity Building

  • Drive the development and enforcement of professional standards, ethics, and best practices among members.
  • Expand training, certification, and continuous professional development programs.
  • Support the establishment and operationalization of sector initiatives such as the Condominium Council.

4. Market Data, Innovation & Technology

  • Oversee the launch and sustainability of the Association’s Real Estate Market Platform to improve transparency and data-driven decision-making.
  • Promote PropTech adoption, digital platforms, and innovative solutions within the sector.
  • Foster partnerships that enhance access to market intelligence and research.

5. Investment Promotion & Partnerships

  • Mobilize local and international investment into Uganda’s real estate sector
  • Build strategic partnerships with financiers, DFIs, developers, development partners, academia, and professional bodies.
  • Lead flagship initiatives such as the Annual International Real Estate Investment Conference & Expo.

6. Financial Sustainability & Resource Mobilization

  • Ensure sound financial management, budgeting, and accountability
  • Drive diversified revenue streams including membership growth, sponsorships, events, and partnerships.
  • Strengthen donor, sponsor, and private sector engagement.

7. Organizational Leadership & Team Management

  • Lead, mentor, and manage the Secretariat to deliver high performance and accountability.
  • Foster a culture of professionalism, innovation, inclusivity, and ethical leadership.


EXECUTIVE PROFILE & TECHNICAL COMPETENCIES

Sector & Technical Expertise

  • Deep understanding of real estate markets, housing finance, land administration, property development, and urban development ecosystems.
  • Practical knowledge of housing delivery models, including affordable housing, mixed-use developments, and public–private partnerships (PPPs).
  • Familiarity with condominium management frameworks, property valuation principles, and real estate operations.

Policy, Governance & Regulatory Acumen

  • Proven experience engaging government ministries, regulators, and policymakers.
  • Strong understanding of land laws, housing policy, urban planning frameworks, and regulatory compliance.
  • Experience working with boards, councils, or professional associations.

Market Data, Analytics & Digital Transformation

  • Experience with market research, data platforms, or sector intelligence initiatives.
  • Ability to interpret and apply real estate market data, investment trends, and economic indicators.
  • Working knowledge of PropTech solutions, digital platforms, and technology-enabled transparency tools.

Investment & Financial Capability

  • Demonstrated experience in investment promotion, capital mobilization, or investor relations.
  • Strong understanding of real estate finance, including mortgages, REITs, project finance, and blended finance.
  • Ability to engage confidently with banks, DFIs, institutional investors, and private capital providers.

Resource Mobilization & Growth

  • Proven track record in fundraising, sponsorship development, and strategic partnerships.
  • Experience designing sustainable revenue models for membership-based or professional institutions.


QUALIFICATIONS & PROFESSIONAL CREDENTIALS

  • Master’s degree in Real Estate, Business Administration, Urban Development, Economics, Finance, Law, or a related field
  • Minimum of 10 years’ senior leadership experience, preferably within real estate, housing, infrastructure, finance, or professional bodies.
  • Professional certification or membership in a recognized real estate, property, finance, or planning institution is an added advantage.
  • Training in corporate governance, board leadership, ESG, or sustainable urban development is desirable.
  • Exposure to regional or international real estate or urban development platforms is an added advantage.
